System Overview


The Hydrological Monitoring System realizes real-time collection, submission, and processing of data such as water level, precipitation, flow, velocity, water quality, gate opening degree, and soil moisture in river basins. It provides scientific basis and effective information sharing for flood control and drought relief, ensures the safety of people's lives and property, and meets the needs of water conservancy and economic and social development for hydrological services.


Policy Background

In January 2022, the "14th Five-Year Plan for Water Security Guarantee" was issued, proposing overall requirements such as "accelerating the construction and upgrading of hydrological monitoring station networks for major rivers and their important tributaries and provincial administrative boundaries, accelerating the improvement of the hydrological monitoring system for small and medium-sized rivers with a drainage area of less than 3,000 square kilometers in key flood-prone areas, and improving the coverage of hydrological monitoring for small and medium-sized rivers".
