System Overview


Water Intake & Consumption Metering & Monitoring System is suitable for water resources management departments to monitor the water use volume, water level, and water quality of groundwater and surface water. It can also be expanded to remotely or automatically control pumps/gates/valves to control water use volume. The system helps management departments grasp the water extraction and utilization status in the jurisdiction, provides important support for quantitative water resources management and assessment of water resources management systems, promotes the rational scheduling and use of water resources, strengthens the collection of water resources fees, improves the water-saving level and comprehensive utilization efficiency of water resources in the industrial field, and comprehensively advances the construction of a water-saving society.


Application Background


In October 2021, the National Development and Reform Commission, the Ministry of Water Resources, and other departments issued the "14th Five-Year Plan for Water-Saving Society Construction" (hereinafter referred to as the "Plan"). The Plan clarifies that by 2025, the shortcomings of water-saving infrastructure and supervision capabilities will be basically addressed, remarkable results will be achieved in water-saving society construction, the total water use will be controlled within 640 billion cubic meters, the water use per 10,000 yuan of GDP will decrease by about 16.0% compared with 2020, the water use per 10,000 yuan of industrial added value will decrease by 16.0% compared with 2020, the effective utilization coefficient of farmland irrigation water will reach 0.58, and the leakage rate of urban public water supply pipelines will be less than 9.0%.The Plan requires strengthening the management of water abstraction permits, implementing dynamic supervision, and enhancing water use measurement and monitoring. Promote full coverage of water use measurement and monitoring in industrial parks and above-scale industrial enterprises.

● Water Use Volume Measurement and Monitoring:

  • Pipeline Water Volume:

  • i.New Monitoring Points: Integrated remote ultrasonic water meters measure instantaneous and cumulative pipeline flow, transmitting to the central platform via wireless network.

  • ii.Upgraded and Reconstructed Monitoring Points: Water resources measurement and control terminals collect instantaneous and cumulative flow data from electromagnetic/ultrasonic flow meters, transmitting to the central platform via wireless network.

  • Open Channel Water Volume:i.Direct Flow Measurement: Water resources measurement and control terminals collect flow and velocity data from radar/ultrasonic/Doppler flow meters, transmitting to the central platform.

  • ii.Flow Conversion via Water Level: Water resources measurement and control terminals collect data from radar/ultrasonic water level gauges and gate opening degree, calculating flow data based on water level, gate opening degree, and cross-sectional area, then transmitting to the central platform.

●  On-Site Equipment Status Monitorin:

• Equipment operating status, power supply status, battery level, etc.

●  Water Use Volume Control: 

•  Remote/automatic/swipe card control of pump/valve/gate switch to control users' water extraction volume.

●  Wireless Remote Communication

•  Single-Channel Communication: 4G/5G/NB-IoT optional.

•  Main and Backup Dual-Channel Communication: Main channel (4G/5G/NB-IoT), backup channel (Beidou satellite).

●  Automatic Abnormal Alarm: 

 • Water use over-limit, low battery level, cabinet door opening, etc.

●  Local Display and Data Storage

 • LCD screen displays measurement data; stores historical data for more than 1 year
